Doctor Leonis Karver is the engineer or the Stormguard synthetic metal, a metal that allows travel through the stormband in the middle of the planet. It is because of this technology that the current negotiations have been started.
Karver is a skittish, nervous man. He surveys his surrondings with a cautious eyes. He is a Siodeen, a halfer. Even in his old age he has the characteristic piercing green eyes that mark him as half-Baen, half-Turan.
Karver has recently gone missing, and this has added a new level of tension to the negotiations.
